In this Programme, the SCMTR - Sea Cargo Manifest and Transhipment Regulations amended 2020 are actually amending the regulations of 2018, which were brought in to supersede the Import Manifest Regulations of 1971 and the Export Manifest Regulations of 1976.
What is attempted in these new regulations is to give a lot of importance, to accuracy, to speed, to technology, and to ensure that everything moves digital. It's also very clear that the concept of safety and security and data protection is monitored and factored into the Regulations. We must understand that the export of the last port of call is always the Import of the destination port and the entire designing is made that whatever data is submitted at the last port of call is automatically converted into the data that is to be submitted on Import cycle into India.
We will go over the entire Regulations in the next few chapters. It's also important for us to remember that these are Regulations, hence, a chapter on how to read Regulations is also included in this course. Moreover, the process of registration, filling various manifests and other allied concepts under these Regulations are dealt with. Lastly, the regulatory aspect of the imposition of penalties after due investigation and the appellate process is covered. As it is important to read these regulations, you will be taught how to do so effectively.
